The Agency (referred to in-game as "The Agency") is a Wonder in Call to Power II. This wonder is a building that gives protection from spies and also makes building spies for the host nation cheaper. This wonder is not specific to any civilization and thus any civilization can build it. It can represent CIA or Scotland Yard in London or it can represent the KGB in Moscow or any other agency that deals in spying.
