This our top-level category or our "fundamental" category. It should be the only uncategorized category because all of the others should be subcategories of at least one higher-level category that includes their subject. Many categories can quite properly be in two or more categories.

Correspondingly, every article (and some other pages) should be in at least one category and many can quite properly be in two or more categories. A very early example of that on this wiki is Archer.
