City ruins are the remnants of a destroyed city. In Civ4 they are formed when you,a AI civ or barbarians raze a city. They are useless and can be replaced by a improvement. Sometimes a random event occurs that says something like:"Scientists have found valueble information buried in the city ruins near (city name)", it gives a boost for the technology you are researching.
