Expansion is the act or process of becoming larger or more extensive. In the Civilization games, it refers to enlarging one's empire by using Settlers to found new cities (or occasionally by capturing opponents' cities).
In Civilization III and beyond, expansion can also refer to claiming new tiles around one's cities, usually by developing culture.
