Normal for her to go Bankrupt as an AI?[]

Is it normal for Maria Theresa to practically go bankrupt when she plays as an AI? I have the game set to Cheiften difficulty with Legendary Start (supposedly making all capitals have access to multiple luxury resources) but she regularly has 0 coins in her coffers and gladly sold me Graz (had 5 citizens that were slowly starving when I puppetted it until I allied with several maritime city states, and is now almost thriving thanks to sending my workers half way accross the world to improve the elk/deer, cattle/cows, and silk). I mean, I take pity on her and would gladly buy more of her cities for thousands of coins plus luxuries (then after I puppetted all her other cities, I might take her capital >:) She and Suliman are usually in last place (and I took over 2 of Suliman's cities, one from conquest, one from a peace treaty).

It's definitely random, and random systems are never evenly distributed over small samples. She can definitely be a powerhouse, you just haven't had the chance to see it yet.
